STATE OF CALIFORNIA HEALTH, SAFETY & PENAL CODE

12685 - It is unlawful for any person to conduct a public display of fireworks or special effects without possessing a valid permit for this purpose.

12686 - It is unlawful for any person to use any special effects fireworks unless he possesses a pyrotechnics operator license.

12687 - It is unlawful for any person to use any special effects fireworks unless he possesses a pyrotechnics operator license.

12687 - It is unlawful for any person to sell, transfer, give or deliver any special effects to any person not licensed as a pyrotechnic operator.

12323.2 - It is unlawful to make any pyrotechnic device without having a California Manufacturing License issued by The State of California Fire Marshal.

SPECIAL EFFECTS IN THE STATE OF CALIFORNIA

The purchase, transportation, storage and use of pyrotechnic compositions such as SPECTRASMOKE™ (and other smoke compounds), flash compounds, bullet hits and similar special effects materials are restricted to licensed pyrotechnic operators.

The license is issued by The State of California Fire Marshal. Only the following classifications quality:

Pyrotechnic Operator, Special Effects First Class

Pyrotechnic Operator, Special Effects Second Class

Pyrotechnic Operator, Theatrical

Pyrotechnic Operator, Performer

Third class may only use the products under the direct supervision of a First or Second Class operator. Third Class may not purchase, store or transport. Theatrical trainees may only use products under supervision of Theatrical Licensee. Trainees may not purchase, store or transport.     In addition, you may be required to obtain a permit from the local jurisdiction in order to use certain special effects materials. For further information, contact your local fire marshal at your local fire department.
